How to Become a Charging Point Operator?
The CPO is the entity holding a license, under Articles 14 and 15 of Decree-Law No. 39/2010 (as currently in force), whose activity involves the installation, provision, operation, and maintenance of public or private access infrastructures that are part of the electric mobility network and enable the charging of electric vehicle batteries.
With the operator license, you can install electric vehicle charging points in public-access public areas (with private use licenses for public domain) and in private spaces with public or private access (with authorization from the space holder).
These electric charging stations are validated by the Mobi.E network and supplied by various manufacturers. It is mandatory to ensure technical, technological, and safety compatibility between the charging stations and the systems of the Electric Mobility Network and the electricity distribution network.
To complete this licensing process, the relevant legislation includes Decree-Law No. 39/2010 (as currently in force) and the following ordinances:
1. ORDINANCE NO. 241/2015: Establishes technical requirements and procedural rules for carrying out the activity of operating charging points.
2. ORDINANCE NO. 240/2015: Defines the amount of the fees due for the registration of electricity sales for electric mobility, the charging point operation license, and periodic inspections.
